2008 Region 3 Regulations Update

I. Region 3 consists of

the states Arizona, Kansas, Louisiana, Oklahoma, New Mexico and Texas.

II. Region 3 will mentor

Region 8 which consists of Alabama, Florida, Georgia, Mississippi, North Carolina, South Carolina, and Tennessee.

III. REGIONAL OFFICERS

A. Officers:

  1. 1.Regional Administrative Committee Chair (RACC)- voting
  2. Regional Junior Olympic Committee Chair (RJOCC)- voting
  3. Regional Technical Committee Chair (RTCC) - voting
  4. Athlete Representative (RAR) - voting
  5. Regional Judging Coordinator (RJC) – non-voting
  6. Regional Treasurer – non-voting

B.

These regional officers are responsible for the overall administration of events, finances, planning, and development of acrobatic gymnastics in the region.

C.

They are elected by registered USAG Acrobatic Gymnastics professional membersin the region that are present at the annual regional championships.

D.

The regional officers can meet whenever needed during the year to discuss and/or vote on regional issues.

E.

The regional committee will report directly to the Acrobatic Gymnastics Program Committee and they will report to the National Administrative Committee Chairman.

F.

The term of office for the regional officers will be two (2) years at which time another election will take place at the REGION 3 Regional Championships. Term begins September 1.

G.

The nomination of each regional officer must be submitted 30 days prior to the regional meet to the current RACC and must meet all qualifications for each position. Qualifications for regional officers are available in the current USAG Gymnastics Operating Code for the Acrobatic Gymnastics Program.

H.

Regional officers will be voted on by all present registered USAG Acrobatic Gymnastics professional members.

IV. ANNUAL MEETING

A.

The Annual Meeting should be held in the fall of each year to discuss all regional issues for the following competition season.

B.

The meeting will be chaired by the RACC.

C.

The RACC must be notified of all issues that need to be discussed and/or voted on to be put on the agenda prior to the annual meeting.

D.

Nominations will be accepted via e-mail to the RACC for the location of the Region 3 Annual Meeting. Nominations should be centralized to a location available to all current active clubs. Locations will be voted on via e-mail by all current professional members. Nominations should be received by August each year (60 days prior to the meeting to be held in October or November each year).

E.

All REGION 3 USAG Acrobatic Gymnastics Professional members will be notified 30 days prior to the annual meeting whenever possible.

F.

Only the current registered USAG Professional Members, Clubs, Coaches, and Judges in attendance at the regional meeting will be able to vote on all regional issues. Please notify the RACC in advance if you have extenuating circumstances as to why you are unable to make the meeting and would like a proxy vote.

V. COMPETITIONS

A.

Clubs must submit dates to the RACC prior to the annual meeting for REGION 3 state and regional competitions to put on the meeting agenda to be discussed.

  1. The competition schedule for REGION 3 state(s) and regional meets will be voted on by one current registered USAG professional member for each club that has registered competing athletes so there is not a conflict of dates or events.
  2. Each state club(s) will vote on their own state meet to be submitted at the REGION 3 annual meeting.
  3. All REGION 3 local(s) meet dates can be submitted at the annual REGION 3 meeting.
  4. The Regional Meet will alternate annually between Louisiana and Texas until such a time that other states have acrobatic gymnastics programs competing in regional competition.

B. REGION 3 EXPENSE FUND

  1. All REGION 3 clubs with registered competing athletes in the region will pay $25 dues each year to the REGION 3 fund to be paid at the annual REGION 3 meeting or within 30 days of the meeting. Checks are payable to: Region 3. A late fee of $10 per month will be applied with the exception of new clubs.
  2. $1 for each athlete competing in the Regional Competition will be contributed each year to the REGION 3 fund.
  3. The Expense Fund shall be used for all regional expenses.
    1. Communication - Computer, Phone calls, Postage
    2. Paperwork, Files, Supplies, etc.
    3. Meetings/Clinics
    4. REGION 3 Awards
  4. A report will be given each year at the annual meeting to show what expenses were paid.

VI. STATE FUNDS – for each state (i.e. Louisiana and Texas)

A

$1 per athlete competing in each local competition will be contributed each year to each state fund.

B.

$1 from each State competition should be added to each state fund.

C.

Each state should decide how to use funds.

D.

Each state should elect person(s) to oversee this fund.

E.

An annual report will be given each year at the annual meeting to show how the state fund was used.

VII. MEET ENTRY FEES

A.

LOCALS: not to exceed $45 each athlete

B.

STATE: not to exceed $65 each athlete

C.

REGIONALS: $85 each athlete

D.

All fees are as stated unless put on the annual meeting agenda for discussion and/or vote to change.

E.

The entry fees will be voted on by one current USAG registered professional member from each club with competing athletes.

VIII. REGION 3 ATHLETE(s) AWARDS

A.

Athlete(s) of the Year: One vote per club and unaffiliated judge.

B.

Most Original Skill (L8 & up only): One vote per Judge on panel at Regional Championships.

C.

Best Choreography: One vote per Judge on panel at Regional Championships.

  1. Level 6 and Level 7 - Compulsory levels (Levels 1 – 5 are not required to have choreography)
  2. Level 8 to Elite – Optional levels

D.

Highest Score (at Regional Championships)

  1. Levels 1 – 5 (out of 20.0)
  2. Levels 6 – 7 (out of 30.0)
  3. 3. Levels 8 – Elite (out of 30.0)

E.

Most Difficult Skill (Level 8 to Elite only): One vote per Judge on panel at Regional Championships.

F.

Most Improved Pair/Group: One pair/group from each team can be nominated by their coach and will receive a certificate.

G.

Voting process for Athlete(s) of the Year:

  1. Each athlete or pair/group can be nominated by their own coach, a coach of another team or by a judge in REGION 3.
  2. A letter of nomination listing the athlete(s), accomplishments, and reason for nomination must be sent to the RACC 30 days prior to the REGION 3 Regional Meet.
  3. Each athlete(s) nominated must be a current USAG registered member athlete in good standing.
  4. All athlete awards to be voted on by: one vote per club that has registered competing athletes in REGION 3 and one vote per unaffiliated judge.
  5. Qualifications:
    1. Sportsmanship
    2. Attitude
    3. Progress in sport

Region 3 COACH OF THE YEAR AWARD

H.Nomination process:

  1. The REGION 3 coach can be nominated by any currently registered USAG professional member or coach from a club that has current registered competing athletes or an unaffiliated judge.
  2. The REGION 3 coach nominated must be a current USAG registered Professional member in good standing and is Safety Certified in the sport.
  3. Letter of nomination must be sent to the RACC 30 days prior to the REGION 3 Regional Meet.
  4. Coach of the Year award to be voted on by: One vote per club that has registered competing athletes in REGION 3 and one vote per unaffiliated judge.

I.Qualifications:

  1. Professionalism
  2. Positive Attitude
  3. A role model for athletes & other coaches
  4. Is willing to work with other athletes, clubs, coaches, and judges to improve the growth of the sport.
  5. Has exhibited the knowledge & coaching ability for the progression of all levels of the sport.

REGION 3 STAR SERVICE AWARD

J. Nomination process:

  1. The Star Service Award nominee can be nominated by any current registered USAG professional member from a club that has current registered competing athletes or an unaffiliated judge.
  2. The Star Service Award nominee can be a USAG member, volunteer, or individual involved with the USAG Acrobatic Gymnastics Program in Region 3.

K.

The Star Service Award is selected by vote – one per club that has registered competing athletes in Region 3 and one per unaffiliated judge.

L.Qualifications:

Outstanding volunteer service and dedication to the Acrobatic Gymnastics Program in Region 3.

XIII. AFFILIATION

A.

Affiliation is defined as:

  1. The immediate family of the athlete
  2. An owner or paid employee of the athlete’s club
  3. A team member
  4. Coach of the athlete or immediate family member of coach
  5. A parent is affiliated to the club to which his/her child belongs.
  6. An athlete or the immediate family of an athlete in a different sport at a club is not considered affiliated with the acrobatic gymnastics team.

2008 Region 3 Officer Responsibilites

September 1, 2008, marks the beginning of next 2-year cycle for the Regional Officers, which will end on August 31, 2010. The officers elected at the Region 3 Championships in Prairieville, Louisiana, on Saturday, June 21, 2008 are:

Those who can vote

Regional Administrative Committee Chairman

  1. Help to develop acrobatic gymnastics in the region.
  2. Call and chair a fall meeting of the clubs and members of the region to organize the competitive year.
  3. Be prepared to represent the views of the region at any meetings.
  4. Represent the region as a voting member on the National Administrative Committee.
  5. Facilitate the petition process for local, state, and regional events.
  6. Receive a copy of the Competition Report Form and meet results for each meet in the region.
  7. Ensure athletes have properly qualified for state and regional events.
  8. Dispense information of an administrative nature to the membership of the region.
  9. Support and attend regional events.
  10. Prepare a written annual report of regional activities and finances and submit this report to the National Administrative Committee Chairman.
  11. Establish procedures to raise operating funds for the region and maintain a regional checking account.
  12. Be directly responsible to the National Administrative Committee Chairman.
  13. Chair additional duties assigned to the Regional Administrative Committee.

Regional Junior Olympic Committee Chairman

  1. Be prepared to represent the views of the region at any meetings.
  2. Represent the region as a voting member at National Junior Olympic Committee meetings.
  3. Support and attend regional events.
  4. Submit a written report of regional activities to the National Junior Olympic Committee Chairman.
  5. Submit recommendations for the Junior Olympic Program to the National Junior Olympic Committee Chairman.
  6. Assist with regional clinics. Recommend topics, content, and presenters.
  7. Submit expenses to the Regional Administrative Chairman for reimbursement.

Regional Technical Committee Chairman

  1. Must maintain Regional level or higher judging status while holding this office.
  2. Be prepared to represent the views of the region at any meetings.
  3. Represent the region as a voting member of the National Technical Committee.
  4. Oversee the assigning of judges to all local, state and regional meets that is accomplished by the Regional Judging Coordinator.
  5. Receive a copy of the Meet Referee Report for each meet within the region.
  6. Dispense information of a technical nature to the membership of the region.
  7. Maintain records of the active status for all judges within the region.
  8. Assist with regional clinics.
  9. Actively participate in the training of judges, coaches, and athletes in the technical aspects of the rules and regulations.
  10. Support and attend regional events.
  11. Submit a financial report to the Regional Administrative Committee Chairman for reimbursement of expenses.

Regional Athlete Representative

  1. Must be at least 16 years of age.
  2. Within the past 10 years, must have been a member of the National, World Championships, Junior World Championships, or World Games Team if possible. If the region has no candidates that meet this criterion, must have been an Elite athlete in the past 5 years. If there are no Elite athletes in the region, the athlete must have been at least Level 10 in the past 5 years.
  3. Be prepared to represent the views of athletes in your region at any meetings.
  4. Attend national sub-committee meetings as selected and/or assigned.
  5. Help to develop acrobatic gymnastics in the region.
  6. Support and attend regional events.
  7. Assist with regional clinics to ensure that athlete interests are being met.
  8. Submit a financial report to the Regional Administrative Committee Chair for reimbursement of expenses.

Regional Judging Coordinator

  1. Must maintain active membership as a rated judge.
  2. Serve as a voting member on the Regional Technical Committee.
  3. Serve as a non-voting member of the Regional Administrative Committee.
  4. Function as the assigning officer for all local, state, and regional meets.
  5. Attend the fall meeting of clubs within the region for the planning of the competitive year.
  6. Send to all judges of the region a list of planned meets to assess their availability.
  7. Send a list of assignments to all judges and host clubs as soon as such a list is available.
  8. Be responsible to the Regional Technical Committee Chairman.
  9. Submit a financial report to the Regional Technical Committee Chairman for reimbursement of expenses.

2007 REGION 3 REGULATIONS

D. The place of the annual meeting will rotate each year to be at a neutral location convenient to all within R3 to be designated 30 days prior to the date whenever possible.

E. All R3 current USA Sports Acrobatic Professional members will be notified 30 days prior to the annual meeting whenever possible.

F. Only the current registered USA Professional Members, Clubs, Coaches, Judges in attendance at the regional meeting will be able to vote on all regional issues, except for the competition schedule and meet fees.
